OUR STORY

humble beginnings

Founded in 2002, we started as a small local surveying firm in the Harrisburg, PA region. Over the years, we’ve grown into a multi-disciplinary engineering powerhouse with over 30 dedicated professionals, including several licensed experts. We offer a comprehensive range of services—from geospatial and civil engineering to water/wastewater services. In 2018, Doug Allwein, PLS acquired the company, renaming it to Honor Engineer Company in 2020, proudly leading it as a Service Disabled Veteran Owned Small Business (SDVOSB). Today, our headquarters in Harrisburg is complemented by a branch office in Pittsburgh, PA, which opened in 2024. We’ve built strong relationships with our partners and clients across federal, state, and local markets, serving sectors such as healthcare, recreation, and correctional facilities throughout the Mid-Atlantic and Northeast, with the capability to perform nationwide. Our commitment to quality, ethics, and honor defines every project we undertake.

Douglas Allwein, President/CEO

Douglas Allwein serves as President/CEO of Honor Engineer Co. He brings over 20 years of experience in the fields of land surveying and civil engineering.  He is responsible for the administration, accounting, marketing and human resources management for the company.  He also provides the vision for the company design, corporate strategies and company culture.   Doug’s credentials include being registered Professional Land Surveyor in Delaware, Maryland, and Pennsylvania.  He is an FAA Certified Private Pilot (Airplane) and Commercial Remote Pilot (sUAS).  He holds a Bachelor of Science in Business from The Pennsylvania State University, and a Master of Science in Acquisition and Contract Management from the Florida Institute of Technology.  He is also a certified Envision Sustainability Professional and a certified Lean Six Sigma Green Belt. Doug’s career started in the United States Army at the Defense Mapping School, where he earned a diploma in Geodetic Survey.  He then spent 5 years on active duty, earning commendation medals for survey work while deployed on missions in support of Operation Enduring Freedom in 2002, and Operation Iraqi Freedom in 2003.

Howard Hodder, Director of Geospatial Services

Mr. Hodder serves as Honor Engineer Company's Director of Geospatial Services.  With over 27 years of industry experience of providing Geospatial support in the Civil Engineering disciplines, he has been involved in varying aspects of project lifecycles including planning, development, implementation, and support. He holds a BA in Geography & Environmental Planning from Bloomsburg University, a Certificate in Geographic Information Systems from The Pennsylvania State University, and a Master’s Degree in Geographic Information Systems from The Pennsylvania State University (MGIS).  Howard is a Certified GIS Professional (GISP) and past voting member of the Pennsylvania State Geospatial Coordinating Board.

Alma Rettinger, Director of Engineering Services

Ms. Rettinger serves as Honor's Director of Engineering Services and is a licensed professional engineer in 2 states. She holds a BS in Environmental Engineering from the University of California, Irvine. She serves as President of the ASCE Pittsburgh Section and is a member of the Society of American Military Engineers Pittsburgh Post. She joined Honor in 2024 to lead our Pittsburgh office and Engineering team.

Community Impact  

Gather with Honor 

Gather with Honor, a 501(c)(19) Veterans Organization, aims to reunite veterans with their battle buddies.  It will fund airfare, lodging, and host events for veterans across the country.  Gather with Honor feels that the reunions will prove to veterans that they are not alone, and that those with whom they served are facing the same issues.  We believe that this will continue the comradery and aid in the mental well-being of the veterans which we serve.  If nothing else, it will bring smiles to their faces as they reminisce about the old times.

At Honor Engineer Company, our dedication extends beyond our projects and into the global community. Our team proudly supports Engineers Without Borders USA, contributing our expertise to improve infrastructure and create sustainable solutions in underserved areas.
