Quehanna Boot Camp D-Block Expansion
Project Overview
Honor Engineer Company provided surveying and civil engineering services for the 11,500-square-foot D-Block addition at the Quehanna Boot Camp, a low-security re-entry and education facility. The expansion enhances institutional security by relocating inmate visitation and staff training functions outside the primary complex, addressing vulnerabilities associated with shared staff, inmate, and visitor access points.
Key Challenges & Solutions
The project required working within an active correctional facility while maintaining site access and operational continuity. Honor established geodetic control, performed topographic and UAS aerial mapping, and conducted utility mapping and subsurface utility engineering to accurately document existing conditions and avoid conflicts during design and construction.
Civil design included site planning, grading and drainage, stormwater permitting, erosion and sediment control, and utility coordination. Honor designed new sanitary infrastructure, including approximately 96 linear feet of 6-inch sanitary main and a 4-inch lateral tied into the existing system, supporting the new facility addition.
