DLA Distribution Center Susquehanna – Surveying & Utility Investigation
Project Overview
Honor Engineer Company provided surveying, subsurface utility engineering (SUE), photogrammetry, and remote sensing services in support of electrical infrastructure modernization at the Defense Logistics Agency Distribution Center Susquehanna and the U.S. Army Corps of Engineers – Baltimore District . The project supported the decommissioning of the facility’s legacy electrical substation, realignment of transmission infrastructure, and development of a new electrical substation serving the installation.
Key Challenges & Solutions
The project required comprehensive existing conditions documentation across a secure federal installation with limited access, strict work-hour restrictions, and high security requirements. Honor conducted field-run surveys for aerial control and deployed manned aircraft to acquire orthophotography and aerial LiDAR across more than 350 acres, including a detailed 55+ acre project corridor.
Honor also performed Quality Level D, C, and B SUE investigations within a heavily congested utility environment containing aging and abandoned infrastructure dating back to the facility’s origin in 1917. Terrestrial laser scanning of overhead electrical infrastructure was completed to develop LiDAR datasets and registered point clouds for transmission infrastructure evaluation and future design development.
