Project Overview

Honor Engineer Company provided land surveying, subsurface utility engineering (SUE), and civil engineering services for Phase 3 renovations and upgrades to the Central Chiller Plant at the Pennsylvania State Capitol Complex. The facility supports up to 8,600 tons of cooling capacity for government buildings and requires upgrades to aging infrastructure and systems nearing the end of their service life.

Key Challenges & Solutions

The project involved work within a constrained, mostly below-grade facility with limited access, requiring precise coordination of existing conditions and underground utilities. Honor performed topographic surveying and Quality Level B SUE in accordance with DGS and ASCE 38-02 standards, utilizing electromagnetic and ground penetrating radar (GPR) technologies to accurately designate utilities. 

Honor prepared civil plans, specifications, and reports across schematic design, design development, and construction document phases in compliance with DGS Project Procedure Manual requirements. Additional services included preparation of a highway occupancy permit to support construction access and staging, along with ongoing support for procurement and construction administration.
